Registration as absent
According to the Universities Act/Polytechnics Act, a first-year student (concerning students who have started studies 1.8.2015 or after) may register as absent for the academic year for the following reasons only:
- Service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women's Voluntary Military Service (194/1995);
- Document to be delivered: Call up order
- Maternity, paternity or parental leave;
- Document to be delivered: a decision from Kela about pregnancy or parental/partial parental allowance (in earlier decisions maternity, paternity or parental allowance) or equivalent certificates of statutory parental allowances from officials of other countries
Students can also register as absent if they are unable to start their studies due to illness or disability.
- Document to be delivered: Sickness allowance decision or, if no decision exists, a medical certificate. The medical certificate must state which illness or injury the student suffers from, and that this condition prevents the student from beginning their studies.
- Obstacles caused by the practical arrangements required by the illness or injury: an adequate clarification, e.g. a certificate from the student housing foundation that the student is on the waiting list for an apartment required by his or her injury. The student's own notification is not an adequate clarification.
If a student registers as absent during the first academic year due to illness or injury, he/she will be using up one or two of the permitted maximum amount of absent terms.
Students have the right to register as absent without special reason for one academic year after the first academic year (studies started after 1.8.2015). This year doesn't include in the right to study period.
Student may also be absent at any time during the course of studies without this counting against the period of study, i.e. the period of study rights, for the following reasons:
- Service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women's Voluntary Military Service (194/1995);
- Document to be delivered: Call up order
- Maternity, paternity or parental leave;
- Document to be delivered: a decision from Kela about pregnancy or parental/partial parental allowance (in earlier decisions maternity, paternity or parental allowance) or equivalent certificates of statutory parental allowances from officials of other countries
If student is absent because of mention reasons, student has to deliver a document by e-form to the Student Services concerning the absence during the enrollment period. The form is opened 1.5.-31.5.
Note also that to qualify for Kela's student loan compensation, student must complete the degree within a specified target time.The period of study also includes terms in which student registers as non-attending or interrupts his / her studies.If a student does not complete a degree within the target time, he/ she may still be eligible for a student loan compensation if there is an acceptable reason for failing to meet academic progress requirements. Such acceptable reasons are listed at the Kela website.
Degree students who have started their studies before 1 August 2015 may, by making a notification of absence, be absent for a total of two academic years, which will not count towards the official completion time of studies.
